If my co-lead hits Elite before me, do I begin to pay the lower Elite Agent transaction fee?

No - all agents with a $12k cap, including team leaders and team members, will continue to pay the full post-cap transaction fee until they also reach Elite Agent Status.  This is to make it easier for all agents on a $12k cap to reach Elite Agent Status in fewer transactions.
